Position Summary
The Lake County 911 Authority is seeking a skilled and dedicated Director to lead the Lake County Emergency Communication Center. We are currently accepting applications from candidates who are available to serve in a part-time and/or interim capacity, with the intent to maintain continuity of leadership while continuing our search for a full-time Director.

This role requires a highly experienced emergency communications professional with proven leadership abilities, strong communication skills, and a commitment to integrity and excellence. The ideal candidate will have the ability to serve and connect with a diverse, rural community.

The Interim Director will be responsible for leading, managing, and coordinating the day-to-day operations of the Communication Center and working in partnership with the Lake County E911 Authority Board. This includes collaboration with the five member agencies and multiple user agencies across the City of Leadville and Lake County.

The Lake County Emergency Communication Center supports 11 full-time staff who provide 24/7 emergency dispatching and call-taking services to the residents and visitors of Lake County.

General Duties and Responsibilities

Essential Functions

  • Responsible for the ongoing development of a county-wide 911 Emergency Communication Center.  
  • Work with the Authority Board to ensure the established communication center is in accordance with the Board's vision and mission.  
  • Secure the necessary resources to effectively implement and manage the 911 operations.  
  • Work with legislative issues affecting 911 operations.  
  • Serve as primary point of accountability for the communication center's performance.  
  • Oversee daily coordination, management, and leadership of the Authority's operational, technical, and administrative needs a functioning regional facility.  
  • Coordinate the ongoing development and management of the communication center.  
  • Prepare and administer the annual budget.  
  • Conduct short and long-range planning to include a strategic plan which will be reviewed annually with the Board of Directors.  
  • Act as the official spokesperson for the Authority and represent the Authority in public forums and other venues.  
  • Working with the Authority including member and user agencies to resolve interagency issues.  
  • Act as the key facilitator and negotiator and aid in decision- making among agency stakeholders.  
  • Oversee projects to develop the communication center's effectiveness.  
  • Direct the development and administration of policies, procedures and technology to ensure the Authority is on the current edge of industry trends and standards relating to public safety dispatching.  
  • Participate in the development of goals, objectives, policies and priorities for implementation of appropriate programs; prepare and present system strategic plans; ensure that strategic plans are consistent with the plans as developed by the Authority Board.  
  • Establish appropriate service and staffing levels; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures; allocate resources accordingly.  
  • Manage personnel, including hiring, selecting, training, motivating, evaluating and directing personnel; provide or coordinate staff trainings; work with employees to correct deficiencies; develop personnel policies for Board approval; implement discipline and termination procedures.  
  • Oversee and participate in the development and administration of the Authority Board budget; approve expenditures and implement budgetary adjustments as appropriate and generally be responsible for the deposits and assets of the Authority Board.  
  • Provide assistance to the Authority Board; participate on a variety of boards, committees; prepare and present reports and other necessary correspondence.  
  • Attend and participate in professional group meetings, stay abreast of new trends and technologies in all fields related to the E911 systems, computer- aided dispatch centers, and other related technology and processes.  
  • Perform related duties and responsibilities as required.

Supervisory Responsibilities
  • Maintains oversight of all positions within the Emergency Communications Center.
Requirements
Compensation will be determined by the applicant’s full skillset with consideration of the following:
  • Bachelor’s degree in public administration or a related field required. Equivalent combinations of education, training, and experience that provide the required knowledge, skills, and abilities will be considered.
  • Minimum of 5 years of progressive leadership experience in a Public Safety Answering Point (PSAP) or public safety agency preferred.
  • Experience working with and reporting to a Board of Directors or similar governing body preferred.
  • Must be able to obtain CCIC/NCIC certification within six months of hire.
  • Strong working knowledge of emergency communications systems and technologies, including CAD (Computer Aided Dispatch), 911 phone systems, CCIC/NCIC, radio systems, GIS, MSAG 911, voice logging recorders, alarm monitoring systems, and EMD/EFD/EPD protocols.
  • In-depth understanding of laws, regulations, liability issues, and professional standards governing PSAP operations at the federal, state, and local levels.
  • Demonstrated knowledge of public safety communications center operations, services, and best practices.
  • Experience in personnel management, including supervision, leadership, goal setting, team building, delegation, conflict resolution, coaching, and performance management.
  • Proven ability to assess training needs, develop training goals, and ensure staff development.
  • Skilled in strategic planning, organizational management, and budget development.
  • Proficient in reading, writing, speaking, and understanding English at a professional level.
  • Excellent oral and written communication skills, with the ability to present to public groups, governing boards, and technical audiences.
  • Ability to interpret, analyze, and synthesize complex data and make sound, evidence-based decisions.
  • Able to manage multiple tasks under pressure while maintaining attention to detail.
  • Strong interpersonal skills with the ability to work independently and collaboratively in high-pressure environments.
  • Capable of communicating complex or technical concepts in clear, accessible terms.
  • Proficiency with standard office and communication tools, including Microsoft Word, Excel, PowerPoint, email, and network systems.
  • Understanding of municipal, county, and special district structures, services, and how they interact with public safety.
  • Knowledge of copyright laws as they relate to computer software.
  • Demonstrated ethics, objectivity, and discretion—able to operate in politically sensitive environments with integrity.
  • High energy and initiative, with excellent critical thinking and problem-solving abilities.
  • Knowledge of local jurisdictional demographics, geography, agency leadership, and community culture.
  • Ability to negotiate and manage service agreements.
  • Travel to events or conferences within and outside the State of Colorado may be required.
Hazard Notice
This position is primarily office-based within the Lake County Emergency Communication Center. The work involves extended use of computers, phones, and radio systems in a secure, fast-paced, and occasionally high-stress environment. The Director is responsible for overseeing critical emergency communications operations and may be required to respond to urgent matters outside regular business hours.

  • Work is primarily performed in a standard office setting within a secure emergency communications center.
  • Frequently operates a computer, telephone, and standard office equipment.
  • May sit or remain stationary for extended periods of time.

  • May be required to respond to operational issues or emergencies outside of standard business hours.
  • Work requires close visual acuity for reviewing data and reading information on a computer screen.
