Position Summary

The Lake County Department of Human Services (LCDHS), led by the Human Services Director, is responsible for carrying out a variety of state and federal programs in Lake County on behalf of the State of Colorado. This includes numerous state assistance programs such as Supplemental Nutrition Assistance Program (SNAP), Old Age Pension (OAP), Home Care Allowance (HCA), Colorado Works (TANF), Colorado Childcare Assistance Program (CCCAP), Child Support Services, Child Welfare, Adult Protection, and Prevention Programming for youth at risk of child welfare involvement. The Department of Human Services is also responsible for determining eligibility for Health First Colorado (State Medicaid) and Emergency Service Function 6: Mass Care and Mass Shelter in the event of a disaster.

This individual is expected to be an effective communicator, visionary and strong leader. The Human Services Director will be expected to be highly collaborative, working in partnership with the Deputy County Manager, county departments, community stakeholders and public benefit beneficiaries to create a customer service oriented, accountable, and robust Department of Human Services. They will leverage existing community partnerships and forge new ones to maximize community utilization of all existing benefits and services at LCDHS while considering new collaborative opportunities for LCDHS to best support the Lake County community. The Human Services Director is expected to apply a framework of fairness, equity, inclusion, and belonging to the department’s operations and actively remove barriers to access public benefits and services. Overall, the Human Services Director plays a highly responsible and complex role in managing and administering State Assistance programs, county assistance programs and collaborating with community leaders to create a skilled human services workforce and expand county programming to meet our community’s public assistance needs.

The Full-Time, Exempt Human Services Director is responsible for managing all staff and department functions by providing highly responsible administrative, quality control, fiscal management, and customer service within the Human Services Department.                      

General Duties and Responsibilities

Essential Functions
Leadership and Management:
  • Providing leadership and guidance to the Human Services team to ensure the delivery of high-quality programs and services.
  • Supervising and directing staff, ensuring adherence to casework standards and best practices, as well as best practices for interaction with clients in a culturally responsive manner.
  • Establishing and maintaining a positive and inclusive work environment.
  • Fostering teamwork and collaboration among team members.
  • Facilitating and encouraging professional development of team members who would like to assume greater responsibility.
  • Knowledge of leadership, management, and supervisory principles and methods.
  • Responsible for fiscal management that maintains fiscal soundness, maximizes reimbursement to the County from other entities and ensures that expenditures are within the law, rules, and regulations.
  • Skill in using tact, discretion, initiative, and independent judgment within established guidelines; maintaining confidentiality, PPI and HIPAA.
  • Serves as a liaison and/or member of various committees, boards, and/or teams and collaborates, persuades, presents, reports to, and negotiates with others outside own work area to coordinate efforts and maintain cooperative and efficient relations.
  • Maintains and upgrades professional knowledge, skills, and development by attending seminars and training programs and reading trade and professional journals and publications.
  • Responsible for the effective delivery of federal, state, and county Human Services programs including but not limited to Lake County Wraparound, Child Welfare Services, Adoption, Core Services, Adult Protection, Health First Colorado, Colorado Works, Old Age Pension, Aid to the Needy Disabled, Supplemental Nutrition Assistance Program, and Emergency Service Function 6: Mass Care and Mass Shelter in the event of a disaster, and management of a certified placement agency for foster care.
Partnership Development, Community Engagement and Relationship Building:
  • Position LCDHS as a trusted community organization for a diversity of community members and maintaining a positive public perception of LCDHS through:
  • Proactively, competently, and authentically engaging with individuals receiving public assistance, residents, and stakeholders to solicit feedback, address concerns, and build support for initiatives.
  • Collaborating with and fostering partnerships with community stakeholders, government agencies, and advocacy groups to advance policy goals and enhance human services programs delivery.
  • Advocating for the needs of Lake County to state partners including but not limited to Regional Accountable Entities (ACC 3.0 implementation) and Behavioral Health Administrative Service Organizations (BHASO implementation) as well as regional and statewide insurance carriers.
Program Development and Evaluation:
  • In collaboration with Deputy County Manager and community organizations, establishing performance metrics and evaluation frameworks outside of state public assistance requirements to assess program effectiveness and impact to the community.
  • Partners with the Colorado Department of Human Services (CDHS), Health Care Policy and Finance (HCPF), Department of Early Childhood (CDEC), Office of Information Technology (OIT) and other state agencies for law, rule, grant and other funding opportunities, and policy information and direction.
  • Interprets, develops, communicates, updates, and/or monitors ordinances, policies, procedures, and standards for the department using continuous quality improvement; recommends improvements when necessary and may work with state agencies to correct areas of non-compliance.
  • Meet and maintain timeliness goals and objectives from CDHS and HCPF and other state agencies. The County, in collaboration with and feedback from community stakeholders, may set metrics over and above those required by law to which the Human Services Director is responsible to meet and/or exceed.
  • Develop, evaluate, and maintain objective systems to build and maintain a trusted relationship with community members including addressing complaints and resolving problems, including those related to civil rights and discrimination complaints.
  • Maintain, organize, and develop a wide variety of programs, staff, and resources.
  • Identifying emerging trends and opportunities to collaboratively address homelessness and public assistance program enrollment and participation in our community.
  • Collaborate with community members and stakeholders on responsive programs and initiatives.
  • Knowledge of Public Assistance and Child welfare casework standards and practices.
Regulatory Compliance and Strategic Planning:
  • Knowledge of principles and objectives of state and federal laws, rules, and regulations pertaining to publicly funded human services programs.
  • Ensuring compliance with state and federal laws, rules, and regulations.
  • Utilizing principles of strategic planning, prioritization, decision-making, and budgeting.
  • Advocating for policies that support affordable housing, homelessness prevention, and access to essential human services.

  • Ability to learn and effectively use various software programs, such as Colorado Benefits Management System (CBMS), Child Care Automated Tracking System (CHATS), Colorado Adult Protection System (CAPS), and Trails system related to the tasks, duties, and responsibilities required of the position.
  • Extremely organized with the ability to manage multiple tasks and reprioritize workflow as needed.

  • Bilingual in Spanish and English is preferred but not required.
Supervisory Responsibilities
Supervision Received: General direction is received from the Lake County Deputy Manager. The Human Services Director must be capable of exercising wide latitude in determining objectives and approaches to critical situations and assignments.
Supervision Exercised: The Human Services Director is responsible for the efficient, responsive, and effective operation of the Human Services Department in Lake County. The Human Services Director is responsible for the supervision, training, and evaluation of assigned staff. The position is responsible for providing excellent customer service to the public and the County’s internal customers, including but not limited to all County employees, Directors, Department Heads, and Elected Officials.

Requirements
  • A bachelor’s degree from an accredited college or university in Social Work, Psychology, Behavioral Sciences, Human Services, Education, Business or Public Administration, or a related field that has included coursework in management of human services programs is required, master’s degree strongly preferred.
  • Five (5) years of progressively responsible experience in human services programs.
  • An equivalent combination of education, formal training, lived and work experience that produces the knowledge, skill, and ability to perform the essential duties/responsibilities of the position.
  • Experience working within the public sector, especially local government, is strongly preferred.
  • Must possess and maintain a valid Colorado Driver’s License and satisfactory driving record.
  • SPECIAL REQUIREMENTS: As part of your duties as a county employee, you may be called upon to perform duties outside your day-to-day activities to support county emergency operations. All county employees are required to complete National Incident Management System (NIMS) training within the first 6 months of employment.

All Lake County Employees may be required to work as a Disaster Service Worker when a local declaration of emergency or disaster is declared by the Board of County Commissioners. To be prepared for this role, all employees and emergency service function (ESF) leads will attend emergency management trainings and exercises as requested by the Director of Emergency Management. With advanced notification from OEM, employees will make reasonable efforts to attend training events in coordination with other employees and supervisors.
