Position Summary
This is a dual function case management technician role that encompasses a Child Support Services role as well as a Colorado Child Care Assistance Program (CCCAP) role.

Essential Functions
Child Care Support Technician I Duties
  • Interviews clients to obtain absent parent information including the identity of the absent parent, the determination of existing court orders, the whereabouts of the absent parent and their available assets. Obtains further information utilizing existing resources and locates absent parent. Recommends whether or not to pursue support or whether good cause is appropriate.
  • Interviews absent parents and/or their attorneys to obtain information and determine their ability to pay child support; negotiates support orders and settlements with absent parents; analyzes financial affidavits; negotiates stipulations for child support and modifications.
  • Reviews information provided by the client and researches case records to determine current status, legal case history and determines the most appropriate legal procedure applicable; judgment stipulations, agreement to intercept unemployment benefits; prepares garnishment papers and works with employer to ensure follow-up; initiates appropriate paperwork and documents for case actions which include initiating UFISA, interrogatories, wage assignments, judgment, garnishments, contempt citations.
  • Prepares documentation and cases for presentation in court hearings; assists the IV-D attorney at court hearings; attends court hearings; discusses irregular or difficult cases with IV-D attorney; drafts pleadings subsequent to court hearings at request of attorney (findings of the court, etc.) for attorney’s approval and judge’s signature. Initiates and receives communications both written and verbal, to and from clients, district courts, attorney, other child support units, public and private agencies.
  • Monitors child support payments and follows up when necessary. May renegotiate settlements if changes in income or financial problems occur.
  • Set up and monitor paternity tests including seeing that legal requirements are met
  • Reports to TANF and CCCAP eligibility technicians on the client’s “cooperation” or “non-cooperation.” Notes the irregularities that may affect TANF and CCCAP eligibility or constitute fraud and refers to investigations and technicians.
  • Work closely with State Staff on cases with driver’s license and professional license suspension; credit reporting agency on delinquent accounts; and passport suspension. Interception of State and Federal income tax, lottery, unemployment benefits and workman’s compensation case and correction of amounts if erroneously intercepted.
  • Release payments on hold.
Child Care Assistance Program (CCCAP) Technician Duties
  • Adherence to policies and rules regarding the Child Care Assistance Program (CCCAP) and client confidentiality
  • CCCAP application intake/processing through the CHATS system
  • Assist with training all new CCCAP clients on their rights and responsibilities and how to use their CCCAP ATS card/tracking system
  • Mail or email CCCAP clients’ copies of their authorizations, terminations, pinning letters, or any correspondence generated by the CHATS system
  • Encourage independence of the client by giving them all the information they need to succeed and holding them accountable for their actions
  • Assist with updating CCCAP providers’ fiscal agreements as needed due to end date or rate changes
  • Assist with e-mailing CCCAP providers their payment statements on a regular basis
  • Assist with e-mailing CCCAP providers new authorizations or changes to authorizations
  • Meet with and train all CCCAP providers on their rights and responsibilities and how to use their Point of Sale (POS) machine, including ongoing technical assistance with their POS
  • Assist with completing manual bills within the time allotted by the State
  • Follow explicit written directions in the CHATS self-help manual
  • Organize and upkeep CCCAP filing system
  • Assist with refining County CCCAP policies and procedures when needed
  • Communicate and work effectively with all members of the Human Services team.
  • Be a good representative of Human Services by demonstrating willingness to listen to and help others while maintaining the integrity of the department.
  • Update the list of CCCAP providers within the county and also neighboring counties
  • Assist CCCAP Administrator with marketing to increase awareness of CCCAP within the community and to recruit new CCCAP providers
  • Read correspondence from the State to ensure we are following policies that are up-to-date
  • Check periodically the CHATS resources page on the CDHS website for new information
  • Assist with checking the yearly school schedule and ensure that authorizations are accurate regarding school closures and holidays
  • Assist with recovering funds and for referral for fraud investigations
  • Participate in statewide trainings and meetings via virtual platforms

Requirements
Compensation will be determined by the applicant's full skillset with consideration of the following:
  • Graduation from high school or GED equivalent.
  • Four years full time responsible work experience which include administrative tasks. Satisfactory completion of and associate’s degree or bachelor’s degree in business, behavioral science or appropriately related field may substitute for all but the two years of required specific experience appropriate to the assignment on a year for year basis.
  • Completion of Bridging the Gap Medical Certificate program (offered through the County, to be completed within first 6 months)
Training
  • Child Support policy and ongoing training
  • CCCAP, CHATS, CBMS, basic knowledge of public assistance programs
  • Interpretation and translation coursework
Knowledge, Skills, & Abilities
  • Exemplary English communication skills, both verbal and written
  • Bilingual verbal proficiency in English and Spanish and/or other language(s) communication required
  • Child support laws, rules and regulations
  • Court procedures, documents, legal terminology, methods of enforcement, i.e., garnishments, liens, wage assignments, intercepts
  • Eligibility rules and regulations for CCAP
  • Knowledge of childcare facility needs and requirements
  • Collections methods
  • Skills in interviewing, obtaining sensitive information, and negotiating settlement
  • Must become Automated Enforcement certified every 3 years
  • Other community agencies and/or programs
  • Basic and effective communication techniques
  • Skill in interviewing techniques as well as written and oral communication
  • Understanding of human behavior
  • Maintain a high level of confidentiality (as it relates to interpretation and translation assignments) when coming in contact with personal client information Effectively work in a hybrid environment. This role is approximately 95% remote (work from home), with 5% of work time dedicated to in-person meetings, training, and other job-related duties outside the home.
  • Utilize available resources and documentation, determine best methods to locate absent parents, establish paternity, and enforce child support payment.
  • Analyze information and financial data to arrange payments and prepare cases.
  • Prepare correspondence and written information on cases.
  • Work with hostile or distraught clients, absent parents.
  • Apply critical thinking skills and sound judgment to problem solve.
  • Plan and organize workload and objectives.
  • Take direction from unit supervisor and follow all policies and protocols to ensure quality. This includes attending ongoing training at the direction of supervisor.
