Deputy Director of Finance
Compensation: $79,000 - $85,000
FLSA Status: Full-time, Exempt
Position Summary
This position is responsible for managing the Lake County Department of Human Services (LCDHS) Finance and Accounting function. The Finance Director is required to provide accurate information to the Director of LCDHS, Director and Deputy Director of Lake County, and the Board of County Commissioners, and to participate in the daily financial management activities of LCDHS.
The LCDHS budget is approximately $3,000,000 per year.
This position involves working with LCDHS staff and the county finance department to manage Federal, State, County and non-profit foundation funding to assure that contractual and grant financial information and requirements are met. The Finance Director manages the Finance staff to insure timely and accurate reporting, which helps ensure that LCDHS is seen as a trustworthy and collaborative partner in the Lake County community.

Essential Functions
- Supervise and manage Finance Manager concerning their duties as they relate to LCDHS financial functions, such as payroll, accounts payable, accounts receivable and billings
- Prepare financial statements for the Director and Deputy Director of Lake County and be available at the Board of County Commissioner (BOCC) meetings for any questions pertaining to LCDHS finances
- Initiate LCDHS’s annual budget process, and aid the LCDHS Director with submitting the budget to the BOCC for approval
- Manage LCDHS cash flow through payments, billings and collection management
- Coordinate the audits by various contracting agencies such as the Colorado Department of Human Services and Department of Healthcare Policy and Financing
- Allocate indirect Administration costs to departments and programs monthly in equitable allocation
- Prepare the annual Indirect Cost Rate Proposal, and submit it to LCDHS’s cognizant agency for approval
- Manage the county’s share of funding allocations and grants to ensure expenses align with the limited funds available to meet match requirements
- Participates in strategic planning, management and policy decisions as they relate to the financial position of LCDHS
- Coordinates with Lake County Finance Staff to ensure LCDHS grants and allocations are properly set up in the financial management system for accurate reconciliation and reporting
- Oversee payroll function including transferring funds electronically to cover payroll expenditures
- Design and maintain a system of internal controls and segregation of duties in the LCDHS financial and administrative functions
- Develop and implement improved financial reporting systems required to ensure that financial operations are in compliance with Federal, State, local and other entities contract regulations and guidelines
- Conduct annual physical inventories of fixed assets, record acquisitions and losses of properties, prepare statements of fixed assets annually or as needed
- Select or design computerized financial information systems for use by the Finance staff
- Assist staff members in grant submissions, determining the status of funds, and analysis of the current budget, as well as the development of future budgets and overall program design
- Oversee the preparation and review necessary for monthly, quarterly, and year-end reports and financial statements, financial analysis, and requisitions for funds from grantors or the State of Colorado
- Review general ledger and make appropriate corrections
- Be available to staff members and the LCDHS Director to assist them as it relates to the accounting function, grants, agency funding, purchases, payroll issues, travel requests, reimbursements and risk management issues
- Perform other duties as assigned by the LCDHS Director
Supervisory Responsibilities
This position supervises the Finance Manager and is a part of the LCDHS leadership team.

All Lake County Employees may be required to work as a Disaster Service Worker when a local declaration of emergency or disaster is declared by the Board of County Commissioners. To be prepared for this role, all employees and emergency service function (ESF) leads will attend emergency management trainings and exercises as requested by the Director of Emergency Management. With advanced notification from OEM, employees will make reasonable efforts to attend training events in coordination with other employees and supervisors.

Requirements
- Bachelor’s degree in Accounting, Finance, or related field, with major course work in accounting, plus a minimum of five (5) years of progressive professional accounting/finance experience, or
- Equivalent combination of education and experience: Experience managing Colorado Department of Human Services and Department of Health Care Policy and Financing preferred
- Must possess a thorough understanding of accounting procedures with an emphasis on fund accounting; the proven ability to manage a double entry, accrual basis, accounting system, including investments; the ability to compile and analyze fiscal information, and to make recommendations from such information; ability to advise management concerning risk assessment and liability concerns
- Must understand budget formation, and working with all types of governmental budgets; the basics of finance administration, and coordinating the fiscal function with programs including Federal and State laws pertaining to Federal and State contracts
- Must be able to communicate effectively in both written and oral format, work effectively with other employees, officials and the public, and have knowledge of general Federal, State, and local laws as they relate to financial issues
- Must have supervisory experience

- Ability to work indoors in an office environment with prolonged periods of sitting at a desk and working at a computer.
- Ability to lift up to 25 pounds.
- Ability to work in office, with the opportunity to work remotely periodically on special projects
